The Nigerian Civil War that started in 1967 resulted in the introduction of variety of aircraft and associated weapon systems into the service of the then young Nigerian Air Fore (NAF). The introduction of these weapon systems brought with it a corresponding increase in the need for skilled manpower to operate and maintain these machines. The NAF at that time relied solely on her foreign partners top develop the required manpower that would man and maintain these weapon systems. Meanwhile, training slots offered by these friendly countries though limited also drained the nations scarce foreign exchange due to the exorbitant cost.
