- Fail-Safe 4 Felines Inc., is a Downey-based 501(c)3 nonprofit organization dedicated to assisting cat owners and reducing the unwanted feline population in the City of Downey through non-lethal means. We trap/neuter and return (TNR) feral cats, attend to their veterinary needs, and assist residents who care for them. We offer the community ongoing education on the need for spay/neuter programs and humane treatment of cats.
