One of most effective ways to quiet a computer is to quiet the fans. One of the cheapest ways to quiet fans is to run them at lower voltage. The two easy to use voltage outputs from the power source are the normally used 12 volt source and the 5 volt source. In theory fans can be run at 5 volts but practically some fans will not start and those that do don't move much air. There's a hardware cheat, though, that lets you use 7 volts. That cheat is to use the normal yellow 12 volt source as the positive wire to the fan but to use the red 5 volt supply as the negative wire instead of the normal black ground. By using the 5 volt as the negative side, the fan sees the difference between 12 volts and 5 volts which is 7 volts. This supplies 40% more power to the fan than 5 volts would. As a result the fans start reliably and air output is reasonable with far less noise.
