The philosophy behind these open skies ‘bilaterals’ is simple: it is none of the two governments’ business how their airlines try to meet the expectations of the customers. Neither the number of national airlines per country, nor the routes they fly, the tariffs they quote, the capacity/ frequencies/ type of aircraft they operate, the rights they use or the marketing and sales tools they employ are matters for national regulators.
