- In April 1995, Wicomico County Health Department initiated a comprehensive community assessment utilizing the Assessment Protocol for Excellence in Public Health (APEX-PH) process. Through this process, the term "Unprotected Children" was coined to describe the health and psychosocial problems of children and families in Wicomico County, Maryland. A task force was formed to develop a community plan to address these issues. As a result of the ongoing efforts of this group, The Coalition for Healthy Youth was formed in 1997 to continue to improve outcomes for children and families in the community.
