The Balanced Scorecard Institute, with offices in Washington, DC and Cary, North Carolina, is an international training and consulting company to government, nonprofit and commercial organizations. With our parent company, the Strategy Management Group, Inc., the Institute has conducted training programs in 15 countries, including public workshops, customized on-site client workshops, and executive seminars and Webinars. Programs include balanced scorecard development, performance management and measurement, strategic thinking and planning, and process improvement. Our consulting division helps organizations in government, business, and not-for-profits build strategic management systems using our award-wining Nine Steps to Success
balanced scorecard framework. Our focus is to help organizations achieve high-performance and become more efficient and effective. is Principal and Executive Director of the Balanced Scorecard Institute and President of the Strategy Management Group, Inc, the Institute's parent company. He is a performance management trainer, consultant and technologist with over 35 years experience. Howard has helped dozens of organizations worldwide build balanced scorecard and other performance management systems. His award-winning balanced scorecard and performance management systems have been adopted by the U.S. House of Representatives (Chief Administrative Officer), the American Public Gas Association, Greenville Utility Commission, LifeNet, the U.S. Marine Corps Systems Command, Household Mortgage Services, the Joint Interagency Task Force-East, Amiri Flight, Mecklenburg County, North Carolina, and many other organizations. He developed the Nine Steps to Success framework, and has trained over 3000 people in 14 countries. Howard has experience as an operations research analyst, a strategic planner, and a management consultant. He held management positions with several Federal agencies, including several years as the Executive Director of the Advanced Nuclear Reactor Research and Development Program at the U.S. Department of Energy. He has taught and lectured at five colleges and universities, including the Federal Executive Institute. Previously, Howard was a management consultant with Booz, Allen and Hamilton, and director of performance measurement information systems for Highland Technologies. Howard has undergraduate and graduate engineering and management degrees from Iowa State University and George Washington University, respectively, and he is listed in Who's Who Worldwide. Howard is a Certified Performance Technologist (CPT) and is e-learning certified. He is a team Hammer Award winner (government reform), and received a "1000 Points of Light" award for community service at a White House ceremony.
