Description
Human rights and freedoms have been violated since beginning of the civilization. However, human rights institutions appeared only in 19. century, when the first ombudsman in Sweden was appointed (1809).
First ombudsmen in Bosnia and Herzegovina are: Esad Muhibic, from the Bosniak ethnicity, Branka Raguz, from the Croatian ethnicity, and Vera Jovanovic, as representative of the others ethnicity who live in the Federation of Bosnia and Herzegovina. The first ombudsman were appointed on the 20th January 1995.
Duties and powers of the federation ombudsman are defined by the Constitution of the Federation of Bosnia and Herzegovina. The Ombudsmen are independent in carrying their functions, and for sake of human rights and freedom, all governmental organs and officials are subject to their inspection.
