BlogExcerpts.com was developed by a guy who thought there needed to be a better way to advertise blogs. Current resources didn't seem to fit well for blogs.
For example, directories or search engines may work okay when you're looking for a hosting company or a cell phone plan, but they don't work too well for blogs. There's usually not the need to search for a specific blog like you would a service or product.
Another popular resource are webrings. Webrings probably make more sense for blogs than directories, but the webring hub often becomes stale and doesn't really provide entertainment. Lists of blog site descriptions aren't usually too interesting.
