In 1999, as an Environmental/Safety Engineer for a large Bay Area employer, Brian Peoples believed he could make a difference and create a commuter service that would be a viable business. Brian soon realized that it was not possible to create a commuter service with the current regulatory or financial systems. It became obvious that new laws were needed to help an industry exist that never existed before. So, in 2003, Brian began an effort to establish new laws that would help create a business community that existed around commuting to work. Brian continues to work for a large Bay Area employer as a Strategic Planner Staffer while working on the side to get new laws passed that will make a business opportunity for the daily commuter. Asked if he would be able to quit his job if the new laws are passed, Brian says no, "the business opportunity is for the individual looking to drive them self and others to work and not really as a business providing commuter services." Brian's goal is to create a webpage (BUSPOOL.ORG) that services as a community communication tool for the individual buspool operator. Similar to the business approach of CRAIGSLIST.org, the intent is to make the webpage managed by the user without a fee. "If Buspool.org adds cost to the buspool operator, it will inhibit the operator's ability to be successful, which will prevent the success of this proposed alternative commute method. My desire is to make our roadways free of traffic congestion and reduce America's oil consumption. The fact is, even with the new laws passing, it will be very hard to change America's apprehension towards ridesharing to work."
