edit What is an Emergency?
An emergency is a situation which poses an immediate risk to health, life, property or environment.

If immediate action is not taken, it can result in catastrophic loss; and in some cases the severity of the loss cannot be mitigated or controlled. At this point the agency handling the emergency may be able to alleviate some of the symptoms or reduce the seriousness of the situation, but restoration to a previous state may not be attainable.
