- The Child Development Institute (CDI) was established by Joan Maltese, PhD, and a small group of mental health professionals because they believed that the methods that were commonly being used to treat children with developmental disabilities and other learning challenges were ignoring the importance of the social and environmental issues that most affected the child. In many cases no treatment was being provided to children under the age of three because of the lack of knowledge and understanding of early intervention for those children at such an early stage of development. If the child was being treated at all, it was being done in isolation with little or no attention being given to the child's entire support system.
