David E. Rager was appointed by Mayor Charlie Luken and Cincinnati City Council to assume the position of City Manager on September 12. Rager was serving as the city’s Director of the Greater Cincinnati Water Works when he was chosen to take over the top administrative role overseeing the day-to-day business of the City.

The Mayor and City Council determine policy and set direction for the city through legislative measures. The paramount responsibilities of the City Manager are executing that policy, delivering services to the citizens and customers of the City of Cincinnati, controlling government finances, and providing continuity and support to the Mayor and Members of City Council. Rager is responsible for 6,000 full-time employees in 17 departments, and an operating and capital budget of $1 billion.

Rager has worked for the City of Cincinnati for 30 years, and his career has centered on the core principles of leadership, customer service, open communication and an empowered workforce. For 13 years, Rager has been the Director of the Greater Cincinnati Water Works, serving about 1.2 million people over a 800 square-mile area in southwestern Ohio and Northern Kentucky. During his tenure, he instituted many private business practices such as strategic business planning, employee work teams, regular customer surveys and focus groups to provide insight into service delivery, expanding services and service areas including Northern Kentucky, as well as using technology to manage costs. He brings the same focus to his role as City Manager.
