It has a great reputation for quality schools and universities and has even been voted as one of the "ten most livable cities in Asia".
There are an abundance of computer literate internet-savvy employees with both skills and talent that would love work in the USA where jobs abound, but they can not get working visas. In the USA on the other hand there is a real shortfall of this type of skilled labor force.
This geo-political and economic inequality makes for an ideal partnership. Since Cebuanos can't get working visas for the USA, why not bring the work to them. The result is a new source of high quality yet low cost labor for American Companies that can now outsource many aspects of their labor intensive data processing work.
