John Lindley was born on April 8, 1948, in Columbus, Ohio. He grew up in a military family with his father having retired from the U.S. Air Force after twenty-six years of service. John Lindley enlisted in the U. S. Coast Guard in September of 1968 where he served on three Coast Guard Cutters, two Coast Guard LORAN Stations and a Port Safety Station and obtained the enlisted rank of Chief Petty Officer.

After being promoted to Chief Warrant Officer he was assigned to the Marine Inspection Office in New Orleans, Louisiana where he became a Machinery/Hull Inspector and was assigned to a wide variety of vessel inspections, including the conversion of a Navy Troop Carrier to a School Ship (Massachusetts Maritime), periodic inspections on the historical river boat Delta Queen and new construction inspections on Mobile Offshore Drilling Units built in South America.

John Lindley was promoted to Lieutenant and subsequently Lieutenant Commander with assignments at the Marine Safety Detachment, in Baton Rouge, LA, and two tours at the Marine Safety Office in Portland, Oregon. His responsibilities at these units placed major emphasis on tank vessels where he was instrumental in formulating and implementing a tank barge industry accepted repair standard. He was also involved in monitoring structural repairs and implementing the critical area inspection program on the TransAlaska Pipeline Tank Ships (TAPS).
