Daniel W. Caprio, Jr. is a senior fellow and executive vice president of The Progress & Freedom Foundation. Prior to joining the Foundation, Caprio served as Acting Assistant Secretary for Technology Policy and Chief Privacy Officer for the Department of Commerce. While at the Department of Commerce, Caprio oversaw all Departmental activities related to the development and implementation of federal privacy laws, policies, and practices. He served as Co-Chairman of the Federal Radio Frequency Identification (RFID) Council and Chairman of the Department of Commerce RFID Working Group. Prior to working at the Department of Commerce, Caprio served for six years as Chief of Staff to Federal Trade Commissioner Orson Swindle, where he worked as principal technology policy advisor with specific emphasis on information security, privacy, and global electronic commerce. In December 2001, Caprio was appointed to the United States Government Experts Group to revise the Organization for Economic Cooperation and Development (OECD) Guidelines for the Security of Information Systems and Networks. Caprio has held a range of staff positions in the U.S. Congress and state government. Caprio's initial tenure at the U.S. Department of Commerce was during the Reagan Administration, where he directed Congressional Relations for the Economic Development Administration. In addition to his public sector experience, Caprio worked in corporate government relations at KPMG, a global financial and accounting firm. Caprio received his B.S. in Political Science from James Madison University.

Jim DeLong is a senior fellow at The Progress & Freedom Foundation where he directs the Center for the Study of Digital Property. Before joining the Foundation, DeLong was senior fellow at the Competitive Enterprise Institute. He also served as general counsel of the National Legal Center for the Public Interest, research director of the Administrative Conference of the United States and assistant director for special projects in the Bureau of Consumer Protection at the FTC. His book, Property Matters: How Property Rights Are Under Assault - And Why You Should Care, was published by the Free Press in 1997, and he has written widely on copyright and related issues. DeLong is a magna cum laude graduate of Harvard Law School, where he was book review editor of the Harvard Law Review, and a cum laude graduate of Harvard College.

Kyle Dixon is senior fellow and director of the Federal Institute for Regulatory Law and Economics. Dixon joined The Progress & Freedom Foundation in 2004 after serving in various capacities at the FCC for over seven years. After beginning his FCC career as an Attorney-Advisor in the Policy Division of the Common Carrier Bureau, Dixon was named Legal Advisor to then-Commissioner Michael Powell in 1997. Dixon continued to serve as Legal Advisor to Chairman Powell on common carrier and broadband issues until July 2002, when he became the Deputy Bureau Chief in the FCC's Media Bureau and Special Counsel to the Chairman for Broadband Policy. In that capacity, he was actively involved in Commission broadband activities across the various bureaus, including Wireline Competition, Media and Wireless, among others. He also served on the Steering Committee of the FCC's Internet Policy Working Group. Before his service at the FCC, Dixon worked as an attorney in private practice with Hogan & Hartson LLP. He clerked for the Honorable Richard D. Cudahy of the U.S. Court of Appeals for the Seventh Circuit and has taught a course in communications law and policy at the Georgetown University Law Center. Dixon received his received his B.A with Honors from the University of Chicago and his J.D. from the Yale Law School, where he served as Symposium Editor of the Yale Law Journal.
