James Rutledge was born in Freeport, Texas on December 1, 1941. Rutledge later moved with his family to Houston, Texas where he graduated from high school in 1960. He worked for three years in the Texas oil fields before deciding to go to college. In 1963 he enrolled at the University of Houston where in 1966 he earned a Bachelor of Science in Mathematics and Journalism. After graduation, he went to Clear Lake City, Texas to work for NASA.
