On February 3, 2005, the National Institutes of Health (NIH) announced a new voluntary policy that affects most NIH grantees and the journals in which they publish the results of their research. The policy (NOT-OD-05-022) titled "Policy on Enhancing Public Access to Archived Publications Resulting from NIH-Funded Research," requests that authors reporting research that is funded (in whole or in part) by the NIH deposit the full text of their accepted (but unedited and unformatted) manuscripts to the NIH PubMed Central repository for archiving and public dissemination.*

The policy applies to manuscripts accepted for publication in The Journal of Immunology (The JI) on or after May 2, 2005.

No. The NIH policy is voluntary and authors with NIH funding do not have to participate. Since the announcement of this policy, there has been confusion as to whether participation is truly voluntary. Following the announcement and implementation of this policy, extramural researchers and offices of sponsored programs received letters from NIH Director Elias Zerhouni, urging participation and immediate release of their manuscripts to the public. These letters have resulted in the interpretation of the policy as being mandatory for grant recipients and created confusion as to the interpretation of the copyright laws.
