The year 2003 brought our nation into war and the aftermath of war. Families across the nation have been impacted, with incomes cut and parents separated from their children for extended periods of time without clear knowledge of when they can be reunited. Maryland has been affected by this national crisis with more than 3,600 troops deployed since September 11, 2001. These events and the continued threat of terrorism impacts the need for continued mental health services for children, youth and families. Youth Services Bureaus offer crucial services to parents in need of answers for their children. Bureaus also provide aid to teens needing a forum to talk about their own fears and concerns. The integrity and caring of Youth Services Bureau's staff continues to help the families and children in our communities in accessing their own resiliency during this unpredictable time.

Youth Services Bureaus continued with their efforts to prevent delinquency and other destructive outcomes for youth in 2003. As well as responding to and addressing current national issues each Bureau continues to offer programs and services based on current research in delinquency prevention, substance abuse, disruptive behavior, violence and other devastating outcomes for children and their families. Bureaus dedication to effective service with care and integrity is recognized by families, schools, and others throughout the communities we serve.

Bureaus work collaboratively with many systems to provide comprehensive youth/family interventions. Bureaus provide school-based and school-linked services, work with a community services network, respond to respected community advisors, and coordinate interventions with the staff of local departments of health, social services, juvenile services, and law enforcement.
