- The Neighborhood Improvement Association was founded in 1981 as a not-for-profit organization with the goal of improving the quality of life throughout the community.Born under the auspices of the St. Rosalia-Regina Pacis Church, the NIA stepped into the leadership void in a community that lacked guidance and needed help. Local merchants, homeowners, tenants, church and community leaders, as well as senior citizen groups and the young, came together to revitalize a part of Brooklyn that had begun to show signs of economic and physical decline.
