Plan and build out the portal structure for the Oldcastle APG portal project

Why? edit

There's a separate task involved in developing the content articles for the project, this task represents the other piece -- portal pages, navigation boxes, rich linking between the pages and anything else needed.

Done When edit

We've got a good structure/skeleton for the portal which we feel proud showing off to Ray, etc. A major test will be the visit on Jan. 25 of the Oldcastle APG rep; we should have something working to show him by then (not necessarily a finished product, but a great start).
