History:
The idea for the OSR and this site came about due to a few threads on some mailing lists and the offer by SEUL to host the site. However, there was little support beyond getting the site up initially. As of 6/2002, there has been renewed interest and the site should now be a bit more active. It is still maintained by one person, Wade Hampton.
