1A makes the most sense - As it keeps politicians from robbing funds from other important sources.
1D is important for improving quality of education.

Warning - Make no mistake about it - this is a massive borrowing program that will leave California far more seriously in debt when already a giant portion of the general budget goes toward interest payments on previous state bond measures that were mismanaged by the politicians and bureaucrats in Sacramento. More borrowing is not the answer!
California already has the highest state sales and income taxes because of extreme wasteful spending in Sacramento. Giving them more money only encourages them to be more wasteful. Tell them instead to be tough and to delete unnecessary programs.
