- Welcome to the RagWing Page, My name is Roger Mann and I own and operate RagWing Aircraft Designs. RagWing Aircraft Designs covers a wide range of services which started in 1987 after I received my honorable discharge from the Air Force where I worked as a crew chief on F-4D Phantom fighters. I got my FAA certified Airframe and Powerplant (A&P) certificate during my service and went to work using it when I discharged. Other services I offer other than Mech. work includes Ultralight Flight Instruction, Homebuilt Inspection, Technical counseling, Ultralight First Flight tests, Prototype design and construction, DAR signoffs and of course the selling of plans and kits to the homebuilder. I have been selling plans since 91' and many homebuilts of several types and styles have been built from plans that I have provided.
