Revenue Watch was established in 2002 to improve accountability in natural resource-rich countries by equipping citizens, governments and other interested parties with the information, training, networks, and funding to improve transparency of government revenues and expenditures.
Most countries rich with natural resources suffer from the "resource curse," which leaves them impoverished and misgoverned despite their natural resource wealth. The Revenue Watch program of the Open Society Institute approaches this problem in three ways: capacity building, research and advocacy. Revenue Watch builds the capacity of civil society, the media and the public to monitor how governments are collecting and spending revenues from the production and sale of natural resources. Increasingly, Revenue Watch also works with policymakers to build their capacity to operate more transparently and accountably, and to improve dialogue between civil society and government. Revenue Watch's other main activity is producing analytical and investigative reports, as well as overall theoretical and practical resource guides and tools for those involved in these issues: governments, investors, civil society, media, and the public-at-large.
Economists and development banks have suggested a cocktail of economic measures to help governments deal with the economic challenges of managing natural resource revenues. However, these bank-to-government dialogues often fail to include civil society. Ultimately, it is the citizens of resource-rich states who deserve to benefit from their country's resources and it is these citizens who must hold their government to account over how it manages the country's natural riches.
