- City managers, policy-makers, businesses, and citizen groups alike have long recognized the need for reliable, accurate, timely information and figures related to the important urban policy issues of the day. Unfortunately, most of the data from which major policy decisions are made and assessed is aggregated at an inappropriate scale (like Gross Domestic Product) or produced too infrequently for timely decision making (like the Census). Often the information has been collected in different contexts and is out of step with specific policy needs and inappropriate for detailed policy work at the city level. Even more troubling, the difficulties inherent in evaluating the effectiveness of new policies and programs result in their effects never being assessed at all.
