- The 78th legislative session produced a rider that provided an opportunity for El Paso mental health patients, it permitted the Texas Department of Mental Health and Mental Retardation (TDMHMR) now the Texas Department of State Health Services and The Texas Department of Aging and Disability Services to develop a pilot project in El Paso. The result of the pilot was the creation of a not for profit subsidiary 501(a) of El Paso Mental Health and Mental Retardation (EPMHMR), called Sun City Behavioral Health Care (Sun City).
