UNESCO - the United Nations Educational, Scientific and Cultural Organization (UNESCO) was founded on 16 November 1945. For this specialized United Nations agency, it is not enough to build classrooms in devastated countries or to publish scientific breakthroughs. Education, Social and Natural Science, Culture and Communication are the means to a far more ambitious goal : to build peace in the minds of men.

Today, UNESCO functions as a laboratory of ideas and a standard-setter to forge universal agreements on emerging ethical issues. The Organization also serves as a clearinghouse – for the dissemination and sharing of information and knowledge – while helping Member States to build their human and institutional capacities in diverse fields. In short, UNESCO promotes international co-operation among its 191* Member States and six Associate Members in the fields of education, science, culture and communication.

UNESCO is working to create the conditions for genuine dialogue based upon respect for shared values and the dignity of each civilization and culture.

Constitutional Organs

UNESCO’s has three principal constitutional organs which are as follows:
The General Conference is the paramount decision-making body for UNESCO’s policies and major undertakings. All Member States have the right to be represented, each with one vote.

The Executive Board consists of 58 Members elected by the General Conference, each serving a four-year term. It meets at least twice a year. It supervises the execution of UNESCO's program, and reviews the budget estimate and work program for the following two-year period and submits its recommendations to the General Conference.

The Secretariat is responsible for carrying out UNESCO's programs. It is headed by the Director-General, operating with staff from some 170 countries appointed by him.

Strategy, Budget and Programs

UNESCO's Medium-Term Strategy (MTS) outlines the Organization's major objectives for six-year cycles and provides direction for its program and budget, which runs on two-year cycles (referred to as a “biennium”). The program and budget evolves as it comes under the scrutiny of the Executive Board and General Conference through each biennium.

The 2002-2007 MTS is formulated around a single unifying theme – UNESCO contributing to peace and human development in an era of globalization through education, the sciences, culture and communication. The five UNESCO program sectors and their current priorities are Education, Nature & Sciences, Social and Human Sciences, Culture, Communication and Information.
