USDC started in 1985 as a UK based charity with a country office in Kampala, the pioneers were a few British, who had previously lived and worked in Uganda. During the years between late 70s and early 80s Uganda experienced political turmoil and instability, social services broke down and there was increased mortality, and morbidity rates among children and women. Many children were left disabled and without care.

The British, filled with nostalgia and love for the pearl of Africa (Read about Uganda, the Pearl of Africa), were interested in making a contribution to the development of Uganda. They identified childhood disability as an area of concern. They raised money mainly for supporting and assisting individual disabled children although at the time responsibility for disabled persons was seen as the responsibility for NGOs and voluntary organisations while government concentrated on restoring directly productive sectors of the economy and things like law and order.
