Healthy congregations are ones that are focused outward, not inward. This means that more resources are focused on the making of new disciples than on ministering to those who are already disciples. This does not mean that the development of disciples is to be given minimal emphasis. It simply means that making new disciples, which for many congregations is not emphasized, is a priority in order to ensure that it occurs.
