Background
In 1998 the Educational Trust, Industry in Education (IiE) published research illustrating the all-round benefits of volunteers with transferable skills joining school governing bodies. The research, carried out by the University of Luton, highlighted the positive impact that people with an external perspective and a wide range of skills from the world of work can have.
When the Excellence in Cities (EiC) Initiative was launched in 1999 (to improve inner city education) the School Governors' One-Stop Shop was also launched in support of the school leadership strand.
School governors form the largest volunteer workforce in the UK with around 350,000 governor places nationally. On average 12% of these places are vacant at any one time due to natural turnover with many vacancies remaining unfilled for long periods of time.
