Vincent A. DeIorio is an attorney from White Plains, with private practices in Purchase and New York City. Mr. DeIorio was admitted to the New York State Bar Association in 1955 and performed General Practice of Law until 1974. Mr. DeIorio was appointed to the New York State Court of Claims in 1974 and served there until 1978, when he reentered private practice in New York City.

New York State Energy Research and Development Authority (NYSERDA) is a public benefit corporation created in 1975 under Article 8, Title 9 of the State Public Authorities Law through the reconstitution of the New York State Atomic and Space Development Authority.  NYSERDA’s earliest efforts focused solely on research and development with the goal of reducing the State’s petroleum consumption. Subsequent research and development projects focused on topics including environmental effects of energy consumption, development of renewable resources, and advancement of innovative technologies.

Currently, NYSERDA is primarily funded by state rate payers through the System Benefits Charge (SBC), which was established on May 20, 1996, and was specified funding from July 1, 1998 to June 30, 2001. These SBC funds were allocated towards energy-efficiency programs, research and development initiatives, low-income energy programs, and environmental disclosure activities.  Part of this funding went into the creation of New York Energy SmartSM which helps to maintain momentum for the State’s efforts to develop competitive markets for energy efficiency; demand management; outreach and education services; research, development, and demonstration; low-income services; and to provide direct economic and environmental benefits to New Yorkers. The SBC was extended through June 30, 2006, and most recently until June 30, 2011.
  
Mr. DeIorio's involvement in government as well as other areas includes Chairman of Commission to Reorganize Oneida County Government - Charter form of government proposed, approved and adopted (1961); Chairman of Administrative Code Commission for Oneida County (1962); Former member and past Chairman of Neighborhood Services of Utica, Services of Utica Community Action, Inc; Elected District Delegate to New York State Constitutional Convention (44th Senatorial District) November 1966; Participant in the American Assembly in the Thornfield Conference Center in 1967 (subject report "The New York State Legislature"); Counsel to the Municipal Housing Authority of the City of Utica from 1967-1974; Chairman of the Oneida County Republican Committee from 1968-1972; Member of the Presidential Selection Advisory Committee for Utica College of Syracuse University in 1970; Member of the Board of Assessment Review for the City of White Plains from 1984-1994 and Chairman from 1987-1988 and 1991-1992; Chairman of the Statewide Commission on Reapportionment & Redistricting of Congressional Districts of the State of New York, 1992; Named to the Board of Directors of the New York State Energy Research and Development Authority (1999). New York State Energy Research and Development Authority (NYSERDA) is a public benefit corporation created in 1975 under Article 8, Title 9 of the State Public Authorities Law through the reconstitution of the New York State Atomic and Space Development Authority. NYSERDA’s earliest efforts focused solely on research and development with the goal of reducing the State’s petroleum consumption.
