I think the categories of inappropriate website would be those that are not technically illegal, but promote or encourage pedophilia, terrorism, hatred toward a particular race, etc.

Some examples:

1) Boylove, childlove, girlove forums - basically sites that encourage pedophiles and support their efforts to change laws so they can have sex with young children.

2) Racists websites that encourage people to hate other races.

3) Websites that show people how to make bombs from home.
